DR 98-093 NEW HAMPSHIRE ELECTRIC COOPERATIVE, INC. Power Cost Adjustment Order Setting a Power Cost Adjustment factor and Rates for Purchases from Qualifying Facilities for July 1, 1998 through December 31, 1998 O R D E R N O. 22,963 June 29, 1998 On May 26, 1998 New Hampshire Electric Cooperative, Inc. (NHEC) filed with the New Hampshire Public Utilities Commission (Commission) tariff changes to its Power Cost Adjustment (PCA) factor for effect July 1, 1998 through December 31, 1998. Supporting testimony and exhibits were included in NHEC's filing. NHEC also filed 3rd Revised Page 46, Rates for Purchases from Qualifying Facilities (QF). The short term QF rates proposed are the avoided energy rates of each of the four utilities from which NHEC purchases power. At a duly noticed hearing before the Commission on June 16, 1998, NHEC Rate Analyst, Heather K. Saladino, testified in support of NHEC's proposed Power Cost Adjustment (PCA) factor. On June 24, 1998, NHEC provided Staff with a revised PCA factor for effect July 1, 1998 through December 31, 1998. The revised PCA factor of $0.02567 would increase NHEC's average revenue per kilowatt-hour (kWh) by 6.1%. Based upon our review of the record in this proceeding, it is hereby ORDERED, that a Power Cost Adjustment factor of $0.02567 per kWh is APPROVED for all bills rendered on and after July 1, 1998 and shall remain in effect until the Commission orders otherwise; and it is FURTHER ORDERED, that the rates paid to Qualifying Facilities are APPROVED as filed in 3rd Revised Page 46; and it is FURTHER ORDERED, that a report and order shall be issued which more fully delineates the positions of the parties and Staff and our determinations herein.
